How the Plan Developed
Brazil introduced a ninth digit for mobile numbers gradually between 2012 and 2016, starting with DDD 11 in São Paulo. In 2026, Anatel aligned local fixed-telephone charging areas with the 67 DDD numbering areas without replacing the DDD codes.
Coverage and identity limitation
Domestic long-distance and outbound international calls use a two-digit carrier selection code. The safest universal representation is the plus format. Mobile number portability means a prefix does not reliably identify the current operator.
