City guide →Metropolitan France’s ten-digit national numbering plan became operational on 18 October 1996. It organised fixed numbers into five broad prefix families: 01 for Île-de-France, 02 for the north-west, 03 for the north-east, 04 for the south-east and 05 for the south-west. Arcep later relaxed these geographic rules in stages, ending location-based assignment restrictions for 01–05 numbers on 1 January 2023.
An 01–05 number no longer proves where its user lives or where a call originates. Since 1 January 2023, operators may assign or retain these fixed numbers anywhere in Metropolitan France. City associations describe the plan’s historical structure, not current geolocation evidence. Mobile 06/07, multipurpose 09, value-added 08 and overseas numbers follow different rules.
