How the Numbering Plan Developed

Japan’s Telecommunications Bureau published a detailed national E.164 numbering plan through ITU and updated it in 2014. The plan lists hundreds of geographic fixed-line NDCs and keeps those resources separate from 050 IP-telephony numbers, 070/080/090 mobile or personal numbers, freephone and other non-geographic services.

Coverage and identity limitation

An area code identifies a fixed-line numbering region, not an exact address or individual subscriber, and a region may include several municipalities. Area-code and subscriber-number lengths vary, so arbitrary regrouping can produce a misleading code. Mobile numbers beginning 070, 080 or 090 and IP-telephony numbers beginning 050 are non-geographic and are not included here.
