How the Numbering Plan Developed

Peru approved its Fundamental Technical Numbering Plan in 2002. The present department-code structure took effect on 1 March 2003. On 4 September 2010, the Virtual Mobile Area made mobile numbering nationwide and non-geographic, so international callers now dial +51 followed directly by the nine-digit mobile number without a department code.

Coverage and identity limitation

A fixed-line code identifies a department-level numbering area rather than one city or an exact address. Lima and Callao share code 1, and each other listed code covers its whole department. Mobile numbers beginning with 9 are nationwide and do not use these geographic codes. Portability, call forwarding and VoIP can also weaken current-location or carrier inference.
