Riyadh changed from 01 to 011 on 13 May 2013, and the remaining zones changed from 02, 03, 04, 06 and 07 to 012, 013, 014, 016 and 017 on 18 August 2013. The February 2024 fifth edition of the National Numbering Plan retains these six leading sequences for geographic numbers.
Each Saudi zone code covers a large group of cities and provinces rather than a single municipality. Fixed-number portability, introduced by CST in July 2020, means the code cannot reliably identify the current provider. It also cannot reveal a subscriber, exact address or present physical location.
