Uganda uses country calling code +256 and a nine-digit national significant number. The current UCC plan allocates leading digits to fixed and mobile networks: 4 is an operational fixed-telephony range for Uganda Telecommunications Corporation Limited, while other fixed providers use ranges including 2 and 3. The locality codes below reproduce the UCC geographic table published through ITU and are presented as legacy fixed-line associations, not as a current geolocation system.

How the Numbering Plan Developed

UCC published a detailed fixed-line locality table in 2002, with codes such as 41 for Kampala, 43 for Jinja and 45 for Mbale. A 2005 numbering change standardized national significant numbers at nine digits by lengthening the subscriber part; the 4Y or 4YY geographic identifiers remained embedded in the number. The current plan communicated in July 2026 lists 4 as an operational fixed-telephony allocation for Uganda Telecommunications Corporation Limited but does not republish the old locality breakdown.

Coverage and identity limitation

Treat these city-code relationships as legacy UCC fixed-network associations. The current national plan identifies fixed-service ranges primarily by provider, not by a complete current geographic map, and it does not re-confirm each 2002 locality assignment. Other fixed networks use different leading ranges, and wireless or internet-based numbers are not geographic. A prefix cannot prove a caller's identity, carrier or present location.
