Treat these city-code relationships as legacy UCC fixed-network associations. The current national plan identifies fixed-service ranges primarily by provider, not by a complete current geographic map, and it does not re-confirm each 2002 locality assignment. Other fixed networks use different leading ranges, and wireless or internet-based numbers are not geographic. A prefix cannot prove a caller's identity, carrier or present location.
